Opening Your Car Door in Madison Illegal

So when car drivers become pedestrians (or passengers stay pedestrians), they would have less rights than people on bicycles and cars. That’s a bit backwards:

The ordinance would allow police to issue citations to drivers who fail to check street traffic before opening their doors.

I thought laws were supposed to work so that pedestrians have more rights. I mean, wouldn’t you think?
